An oxygen cylinder is not required for the ski expedition as it is not a high-altitude trek. However, there are emergency oxygen facilities in case of any emergency.

Yes, mobile connections and the internet are generally available in lower regions along the trail. The 3G services by NTC and NCell are pretty handy. Wi-Fi services in the Everest region are available at an additional cost in some of the teahouses.
